Innovation as a Weapon System for Security, Stability and Prosperity

Giancarlo is a long-time reserve member of the United States military and presently serves in the US Army Reserves as an Innovation Officer for the 75th Innovation Command. He is a Civil Affairs Trade & Commerce specialist helping lead a modern-day Marshall Plan initiative entitled “Innovation as a Weapon System” or “Innovation for Societal Resilience”. This initiative creates small transnational entrepreneur, research, and venture capital partnerships in order to enable meaningful and enduring grassroots solutions for community security, stability, and prosperity.

Project Description:

This project is working to validate and expand how transnational venture capital and entrepreneur partnerships in contested environments are an effective solution for militaries collaborating with host nation communities to restore security, stability, and community flourishing. Social impact entrepreneurs and Venture Capitalists by nature have excellent civil reconnaissance acumen. They are arguably the most capable to develop and fund meaningful solutions for restoring a community’s security, stability, and prosperity.

Entrepreneurs and trustworthy Venture Capital partners are expert practitioners in assembling the right diversity of talent, influencers, collaborators, technologies, and funds to create new opportunities for community flourishing. Educators and public health personnel are well recognized for making good civil sector partners with the military. Our project proposes that social impact entrepreneurs and venture capitalists, through like hearted transnational partnerships, should also make for great military partners.

Who is involved? Who else needs to be involved?

1. A global team of 280+ individuals from the military, the Department of State, private equity and university endowment leaders, venture capitalists, entrepreneurs, and entrepreneur support organizations.

2. Senior military and political leaders who view grassroots entrepreneurs and investment collaborations as a form of national and global security.

Project Goals:

1. Build a map, make a rolodex, and make ready a global list of innovation collaboration organizations
2. Seek partners to conduct an ecosystem building conference in 2025
3. Continue to grow the rolodex of contributors (presently 290) to the vision
4. Recruit an executive sponsor in the military or government to sponsor a pilot
5. Build international relationships and identify those who are already fulfilling the vision without knowing it.

Project metrics:

• International innovation cultivation organizations made ready
• Organizations interested in building a conference together
• Individuals standing by to assist
• Government funded pilots or SBIR Small Business Innovation Research Phase I grants activated to develop further the concept.

eHumility: Restoring Humility + Human Flourishing with Prayer and AI

Project Description:

This working group is eHumility which stands for Empowering Humility. Its purpose is to create an ecosystem of AI / ML behavioral science, health, and Web3 minded technologists to build technology that can help restore humility to society. This team is tackling the pandemic level public health threat of the malevolent AI behind social media that is reinforcing all our cognitive biases and hubris. CDC data reports show that among high school students from just 2017 to 2021 suicide ideation has increased with females from 19% to 30% and with males 12 to 14%.

From analysis by McKinsey & Company, it has been proven that cognitive biases and specifically, confirmation bias, is not a bug but a feature of social media. eHumility is assembling leading entrepreneurs and researchers from around the world to collaborate in developing and validating countering AI/ML technology that will help individuals and communities experience “Empowering Humility”. Since prayer is one of the greatest acts of humility and is also among the most authentic natural language sources for optimum early stress and cognitive bias detection, the eHumility tech stack also includes a mobile app platform to help individuals and organizations pray more.

Project Goals:

1. Successfully create international collaboration and agreements between entrepreneurs, academia, and venture capital for this project.
2. Successfully co-publish AI / ML behavioral science research on the health benefit of prayer and early stress and cognitive bias detection.
3. Commercialize eHumility research into technology for dual use (commercial and military) and community flourishing.

Project metrics:

1. eHumility pitch deck completed and public for expanding the vision.
2. eHumility team funded.
3. AI/ML cognitive bias early detection tech research validation and paper published.
4. eHumility MVP prayer platform with early stress and cognitive bias detection API launched.
5. Thought leadership showcase or conference on humility enabled health.
